You will not be able to start unlocking outfits in Echoes of wisdom until you finish the Stilled Hyrule Castle part of the game. After this, Impa will give you a change of clothes, allowing you to switch between the disguise (the blue cape suit) and the Royal travel outfit.

Where to Find the Blue Outfit, Red Tunic, and Black Cat Clothes
Once you have finished the Stilled Hyrule Castle portion of the game, you will be able to obtain three outfits using amiibo: the blue dresshe Red Tunicand the Black Cat Clothes. These are just color changes of existing outfits in the game, so if you don't have amiibo, you won't be missing much.
