Following the warning, Pakistan's Ministry of Religious Affairs has decided to introduce the 'Umrah Act', which aims to regulate travel agencies arranging Umrah and bring them under legal supervision.

In a meeting with Saudi Ambassador Nawaf bin Said Ahmed al-Maliki over the matter, Home Minister Mohsin Naqvi had assured him that strict action would be taken against the mafia responsible for sending beggars to Saudi Arabia. Pakistan's Federal Investigation Agency has been tasked with cracking down on this network, which Mohsin says has damaged Pakistan's image.
